What Is Lead Free Tapware?

Lead free tapware is defined as plumbing products that contain no more than 0.25% lead across wetted surfaces. This requirement was introduced under NCC 2022 to improve drinking water safety and reduce exposure to harmful metals such as lead.

Is Lead Free Tapware Mandatory in Australia?

Yes. Under NCC 2022, all plumbing products used in contact with drinking water must meet the lead free requirement (≤0.25% lead).

Victoria has already mandated compliance from 1 May 2026 with no transition period.

What Products Are Affected?

The Manufacture Deadline is here - and Installation Compliance follows in 2028

From 1 May 2026, the manufacture of non-lead-free WaterMark certified plumbing products is prohibited.

Existing WaterMark certified stock already in the market can continue to be installed until 1 May 2028 - a final, non-negotiable deadline.

This transition period has been introduced to allow the orderly sell-down of existing stock and to support the housing supply pipeline. It is not a relaxation of the requirements.

Victoria has become the first Australian state to formally mandate lead-free plumbing products in new buildings, confirming adoption of NCC 2022 requirements from 1 May 2026.

See the WaterMark Schedule of Products at abcb.gov.au for detail. Drinking water is defined as water intended primarily for human consumption but which has other domestic uses.

Only taps containing not more than 0.25% lead (weighted average across the wetted surface) are authorised for installation in a plumbing system used to convey drinking water.

Yes. Stainless steel contains no lead and is inherently compliant with the NCC 2022 lead-free requirements. Products manufactured from stainless steel are not required to carry the Lead Free WaterMark, as the material itself meets the standard by composition.

From 1 May 2026, no manufacturer may produce non-lead-free WaterMark certified products. Manufacturers who have not recertified their product lines as lead free will have their WaterMark Licences suspended. However, the ABCB Board has confirmed that existing certified stock already in the supply chain can continue to be installed until 1 May 2028. 

The 1 May 2028 date is the hard, final deadline for the installation of lead-free plumbing products in all regulated plumbing work. The ABCB Board has confirmed this date is final and will not be reconsidered. It applies to all jurisdictions nationally.

Yes. On 30 March 2026, Victoria became the first Australian state to formally mandate lead-free plumbing products in new buildings by adopting the NCC 2022 updates from 1 May 2026. Critically, Victoria's mandate applies to all regulated plumbing work from that date - including projects where building permits or contracts were issued before 1 May 2026. This means the national 1 May 2028 installation grace period does not apply in Victoria. If you are specifying or installing plumbing products in Victoria, only lead-free WaterMark certified products should be used from 1 May 2026.

In most states and territories, yes - existing WaterMark certified products already in the supply chain can be installed until 1 May 2028. After that date, only lead-free WaterMark certified products may be used nationally. In Victoria, no. Victoria's mandate takes effect from 1 May 2026 and does not include the national grace period for installation of existing stock.

Installing non-lead-free WaterMark certified products after the applicable deadline is a breach of the National Construction Code and the WaterMark Certification Scheme. Consequences can include disciplinary action against the plumber's licence, mandatory removal and replacement of non-compliant products at the installer's cost, and delays to project completion including the issuing of occupancy permits or certificates. Specifying and installing lead-free compliant products now eliminates this risk entirely.
